streetpass not working on japanese console

I downloaded english bony spirits on a japanese 2ds, so I can fill out the medallium, but when I try to set up streetpass with the wayfair manor, it makes me click through a few setting menu and says "You haven't agreed to the most recent user agreement" after it saves the settings. I know it can streetpass because I saw the green light light up when it streetpassed my english new 3ds xl. Does anyone know what it might be and how I can fix it?
