Legate Rikke Bug

So I did the mission where you take the documents and hand them over to the stormcloaks, went back to report, but nothing. I went to other old discussions and said I had to clear the Fort Dunstad so I did, reloaded and the stormcloaks finally appeared, but when I returned to Legate Rikke, still no option for Reporting for Duty. Is there something else am I missing?
