Is this the worst received new season?

Been playing since end of season 4 but I did take a large break between season 7 to season 10, and only just got back into the game in season 15.
From memory, I don't believe any new season has been so universally criticised.

People find atakhan too strong, the new boots too one-sided, the changes to levelling are anti-F2P.
I don't believe I remember this level of disdain for a new season.
