Builder procrastinating repairs. Warranty almost up.

We’ve been trying for months to get our dishwasher replaced. They keep sending over people, 4 times now, to get a report that it needs to be replaced before moving forward with the replacement. They’re not moving forward. The 4 different people that have come by have all said it can’t be repaired, must be replaced. They keep repeating this first step. Warranty is up next month.

Is there anything I can do to have them address the issue before then? Is there anything illegal about this?

It’s like they are intentionally running us out of our warranty.

Edit: manufacturer is not who I contact according to the builder. they said they can send the replacement once they have the reports and a warranty claim.
