Rear passenger wheel locking up when reversing?

Today I had the rear passage wheel locked up on me while I was reversing in a parking lot. This is the third time it had happened. I can unlock it by driving forward but now I am hearing a grinding sound.

Do you guys have an idea what it could be and how much it would cost to get it fixed?
