Internet has been bad

Hi all,

We pay for the 1gb of internet. Around September, our connection has been frequently cutting out for between 10 seconds to a minute. We've had countless techs out over the last few months and they've replaced EVERYTHING from outside lines to building lines and all equipment. They continually tell us they aren't seeing any issues, but we are. I'm wondering if anyone else is having these sort of issues? Southeast Wisconsin area.
