Sony wh-1005 ANC without music

Hey there I was wondering why when I turn on ANC on sony wh-1005s without music it doesn't really work? I mean I also have air pods pro and those work on standalone as well without music. Is there a setting I need to turn on? Or does ANC not work without music on sonys? Because l've seen tech reviewers test them and they sounded like they work even without music
