Who Should I focus on growing the most?

i’m having trouble figuring out who to focus on and i feel my characters aren’t growing as quickly because i keep spreading out my resources when i think i should focus on one at a time. The only ones i have maxed is Eager Deceiver and Moonstruck. Although Silent Kill, Corrosive Agent and Mean One are almost there , just gotta get there levels up
