In a high-speed chase, if the person being chased starts shooting at police from the car, is that always going to be at least an attempted murder charge once they're caught [or murder if, Heaven forbid, they succeed in killing an officer with their shot(s)]?

Was watching a chase and wondering this. I feel as a layman that there aren't as many attempted murder charges on people as I would think there'd be. But not sure.
