How do you use Jozu 6c in Doflamingo?

So I decided to get my second deck and I chose Doffy lead as he is still strong now in OP-09 and going forward into OP-10. All the cards make sense and flow really well except for the 6c Jozu. He feels a bit clunky and only seems viable if I have somewhat of a board built and I play him on curve.
