Where is escalation Track 1, Tier 9.

I want to get the flamingo outfit in hitman 3, and I saw that you need to complete escalation Track 1, Tier 9 to get it. I only see Track 1 go up to Tier 6 and I don't know where Tier 9 is, it is just simply not there. Where can I find it?
