Query on PA cover

I have a car bought from a close relative. It'll complete 15 years in next 2 years. I don't want to register it on my name as it's hypothecation is not removed and i don't want to spend much time. Now I've bought third party insurance for the vehicle. Do i need to buy PA as it's not in my name? Also I do have term insurance.
