AITA for having a bird feeder on my apartment balcony?

I live on the top floor of an apartment building with a balcony. I just got a letter on my door from my downstairs neighbor complaining about the noise and mess from the birds. I kinda get the mess, but the bird feeder hangs a foot off the edge of the balconies so it’s not hanging over anyone else’s balcony. Am I an AH if I keep the bird feeder?
